As to why people were permitted to make phone calls, it's pretty clear. The hijackers wanted the world to know that the planes had been hijacked. Why keep that a secret?

Not even that, I would say. The hijackers were few, and had to concentrate on overpowering the crew. If they could keep the passengers herded together at the back, that was good enough. They didn't have the men to strip them of phones, and why should they try?

But the real question is, why are you answering AlienTech's ravings as if they were real questions -- have you ever heard of a hijacking where the passengers made cell phone calls? -- the hijackings I have heard of were all from the seventies and nobody had cell phones.

A better question is the one you asked before, What color is the sky on AlienTech's planet?
