LL, Nice find on that seemingly forgotten amendment. Perhaps you could forward it to McCain, Feingold, Shayes and Mehan. I'm sure all four would be completely shocked.

Perhaps there's one last line that can be added to CFR that would kill it for good, "Any provision in this bill is immediately null and void if it abridges the First Amendment."

That would make it a simple "Sense of the Congress" resolution, and it needn't be sent to the President for a signature...
