Yes. Parkinson's law is a fundamental truth of Universal gravitation, temporal physics and other phenomena. "Time and Work expand into trivial areas to co-incide with the stuff one can imagine left to do in the Universe that hasn't already been done" is the corollary to the first law: "Work expands to fill the time available for it" This is known as the law of tangentiality of work, or simply the focal diffusion of the work ethic.

This has been noted at Cern where it bas been noted that the more time they spend on particle bombardment, the more different particles they can create. The atom appears to be made up of infinite numbers and types of particles with an infinite number of characteristics. This has led to a steady expansion of physics budgets such that the budget for high energy physics now exceeds that of several foreign countries. The net use of this work has never been evaluated.

NASA is another proof of this phenomena. With no apparent rationale, this government department found one trillion dollars in order to travel to a distant, airless rock and get nothing actually done once they got there except say hi! on television. The impression was created that this was useful work in the minds of many people. (See "Useless spin-offs, and other government political excuses", Page 1064, The Encyclopaedia of Arcane Justifications for Gratuitous Boondoggles, US Federal Government Fact Sheet 103, TOP SECRET) If NASA had said they wished to grow food on remote Pacific Islands to feed the world's hungy, they would have had their budget cut to zero before you could say Kennedy. Apparently the leader of the time, had the reason to travel to the moon, in that 1. "it was there", 2. no one had done so before, and 3. you had better not ask what your country could do for you, so much as how much taxes you could send to your country in order that it could say you had done something for it, should that ever become an issue.

There are many other examples in government where work is being created to fill time and budgets for work, where it is most likely being done as it does not resemble some work that was done before that anyone can remember, or it is by different people.

This corollary has led to Parkinson's second corollary or the law of the usefuleness of work. It can be expressed simply as "Time and energy spent on work, has an inverse correlation to its importance to any conceivable value system."

Thus we get 300 years to build the pyramids and half the money in all of Egypt spent, but nobody knows what they are for.

In shorter terms, people will spend all night drinking dancing in order to go home drunk, awake with a vicious headache and not remember if they accomplished anything at all or that they might have set out to do so.
