I'd have to hear it again to see if it fitted dictionary.com's definition of jingoistic. It was surely inappropriate to the point of appearing nutz, though, imo:

extreme chauvinism or nationalism marked especially by a belligerent foreign policy

"Jingoistic" is charitable. I'm not sure about "frighteningly jingoistic." It was too ridiculous to be frightening. Ashcroft himself is alternately frightening and a caricature. This exhibition I would put in the latter category.
