It's a North European thing - Germans, Scandanavians, Brits to some extent. It's acceptable on holiday in restricted venues. I have absolutely no idea why given that we've got much worse climates, and RC art is rather more au fait with nudity than Puritan heritage, but there ya go. Of course the better resorts are on the Med: and the French, etc, don't complain, which I'm sure is completely unconnected with the availability of binoculars. Then again, there's always Hippie Hollow in Austin, TX.
