That F-16 sale was cancelled more than 5 years ago, mostly because of the end of the cold war, when we reduced the amount on energy the US was placing on a Pakestan/ US relationship, while wanting to improve the Indian/ US relationship.

The monies were refunded and I believe the Pak's got their weapon systems from some other country only to happy to add more weapons to despots regimes. I believe this was an early Clinton issue and one of the few things he did right during his presidency.
