The surest way to accomplish your nightmare is to get Washington even more involved in industrial policy.

You miss the point. Regulation ruins industry, not free markets.

The immediate question to me is whether those who export their steel to the US are free trading or dumping subsidized steel on us. If governments are subsidizing steel then there was no free trade in the first place.

I lived in Pittsburgh when they began to shut down the mills there. That was in the late 70's - over 30 years ago! They knew then that mills in europe and asia used modern processes that were much more productive. Yet no one bothered to invest the money to be competitive.

I have visited mini-mills and believe me they are not mini. They generally operate using a lot of recycled steel and are state-of-the-art, so are competitive in what they do. As far as I can tell they are not hugely profitable.
