I've been "trading" stock for years and have done quite well, thank you very much and I'll say this, if we knew a stock was broke, we shorted it to 0. We wouldn't cover for obvious tax reasons. Occasionally, the stock would get d-listed and you would have to start calling people to find shares to cover with(aka Bre-X). I have never looked at a short and considerred percentages as a target. In fact, TA has nothing to do with percentages but targets. Trading ranges, supports, overhead resistance, heck you probably know the terms.

Only after the fact did I ever discuss percentages. Now if you are using retracement percentages, I can see that, say "a 30 % retracement..." Of course, I still consider that TA.
