If your logic is correct then the efficient solution is for the government to nationalize the steel industry, or at least the bulk steel industry. They could turn it over to the army corp of engineers since they are running out of big projects.

Maybe a strategic steel stockpile is the answer. The government could let a million tons of steel rust into a mass in Nevada where they could break it apart and melt it whenever needed.

I see your point and believe it has merit. On the other hand, don't expect that we will ever see another war like dessert storm. In warfare that is ancient history.
