It seems to me that if the strategic objective is to have a bunch of steel on hand for emergencies then the stockpile of scrap is the way to go. It would be relatively cheap to buy and store and is not a major pollution threat unless a lot of heavy metals are included with the scrap. It would rust into a mound but still remain pure enough for whatever mill was available in an emergency. The idea that we can tariff our way to security is ludicrous.
