Actually I just think they should skip all your steps and throw the Financial Terrorists (Analysts) in jail. Send the to camp Xray with the other terrorists. Thats where some of these scumbags and the pimps they work for belong.

Or better yet. Make them financially liable for their advice to paying clients. If they advise it, and the client loses money, then the pimpthat advised makes up the difference.

Of course this does nothing for the gullible that act upon free mis-advice spewed out by these pimps daily.

Is this proposal an April First joke? If an agency like the IRS cannot find where 2,400 of its computers are and USDA is off by $6-7 billion, what makes you think that the new agency can track Wall Street "research reports"?

How about a new law banning human stupidity and greed?
