How many tanks and things are we talking about? The U.S. has a big supply of idle steel and the potential for much much more if it were really necessary. It may mean that refrigerators and bean cans might need to shift to aluminum or plastic for a few years if and only if there is a war of the United States against the rest of the planet.
I think it's very important
I'm not disputing that it is important, I am disputing that there is any meaningful shortage therefore it is not critical. Glass is important too, but there's no shortage of sand either. The things that are critical to lose are skills and the skills in those big mills are not that difficult to reteach.

Steel mills are a tiny node in a giant web of industry. It's impossible to isolate them and protect them. What you will do is create distortions and inefficiencies in the web, and in the end we will be LESS secure, not more, and poorer to boot.

That is the big picture.
