That is, in fact, the comparison. You can check out www.tpc.org for confirmation. Despite having 1/2 the upper level cache, the Xeon MP delivers 40% more performance than Intel's previous top-of-the-line product.

I only wonder how much of it is due to Hyperthreading. Given the frequency bump of ~78%, this CPU shows some decent scaling, especially considering that TPC is such an I/O limited benchmark.

Also, outperforming the 1GHz Alpha EV68 is another achievement in and of itself.
