UN Council backs 'vision' of Palestinian state

The U.N. Security Council has passed a U.S.-drafted resolution referring for the first time to a Palestinian state existing side by side with Israel.

The 14-0 vote late on Tuesday, with Syria abstaining, also marked the first time the 15-nation council had approved a resolution on the Middle East since October 2000 and was the first text in recent memory touching on the troubled region to be written by Washington.

U.S. Ambassador John Negroponte said Washington's surprise move aimed to give momentum to the peace mission being launched this week by U.S. Middle East envoy Anthony Zinni.

The vision of a Palestinian state had been expressed before by both President Bush and Secretary of State Colin Powell, Negroponte added.

Palestinian U.N. representative Nasser al-Kidwa, more accustomed to criticizing the United States for obstructing its plans, had rare praise for the U.S. resolution as "something which we believe will help the situation on the ground."
