how can you tell it is a short put ? why couldn't it be a long put position ? there is no way to tell unless you have time and sale records of those contracts and tried to make a guess by the prices they were traded at.

Actually, such a high sell of puts could be associated with internal options strategy of the company, they may not mind buying their own stock at 25% to 30% (I don't know what they were paid for those puts) above book.
