Dan the quote I was referring to was:

"Increase the presence of the company in the financial marketplace and pursue aggressive expansion of the company's shareholder base with the advice of an investor relations firm recently retained by the company." and the "dark hint" I was referring to was "If you don't know who they hired and what they are doing, you better find out quickly. Ignorance will cost you"

I took that to mean that they were trying to sell their stock, either literally or figuratively. I'm not sure how this could be interpreted as a hint that they are forming a partnership with a large company. That's sort of outside the normal scope of IR work.
