It's not so much subjugating - occupying - as browbeating and bullying - do this or face our "imperial" wrath.
Maybe it's about perceptions, but: the US has more military might than the next 15 nations (or whatever the statistic is, it's similar anyhow), a very overtly aggressive stance, an extreme and public willingness ot use military might to pursue its own aims - regardless of world opinion ("with us or against us"), and is publicly disavowing restraint - ABM, bio weapons treaties, tactical nuclear use, massive increase in military spend...

so don't be surprised if the 2/3 of the world that is not allied feels hugely threatened, and even the allies are wary and scared by your intentions. Especially the bits that directly or by implication are - and remember, these guys have friends too.

The US appears to be saying, "We can do as we think best. Get in our way and be crushed."
Who needs a formal imperial rule if you do this?
