That's the point. Being told to "watch out", and at the same time knowing there is no problem, is the problem. If there were serious terrorist cells, or the possibility of there being cells not known about, you would not take those actions, to disclose your operatives' families to retaliation. That would be foolhardy. The only conclusion is that the level of information is much higher that we're led to believe. So high, in fact, that there isn't any risk that the intel agencies don't want to allow. Think about the consequences of that for a moment.
