I'm saying that the Soviets apparently flew a wing of bombers in circles above a parade, and American observers reported the Soviets had hundreds of bombers (instead of one squadron). Confirming whether or not the Soviets REALLY had built many squadrons of long range bombers, lead to the U2 over flights into the Soviet Union. There was no "Bomber Gap" in 1955, and there was no "Missile Gap" in 1960; and Ike knew it (JFK and the Democrats probably knew as well).

A President bitching about something in private is almost meaningless as far as policy goes (though I suppose, it is possible he meant it). While Kennedy may have been pissed off about the Bay of Pigs, he was the man who authorized the invasion, and he was the man who decided NOT to use U.S. military air support. After the failure of the Bay of Pigs, it was a Kennedy that followed up with Operation Mongoose (another secret operation against Cuba).

Even Presidents b.s. in private. If one listened to his tapes, one would be surprised that Richard Nixon, was the greatest defender of Israel the country ever had.
