One casulty of losing the big integrated mills would be in cinders. When iron ore is melted there is a lot of dirt and sand that gets melted too. This floats to the top where it is skimmed off. The skim is a hard and fireproof material which has rounded edges perfect for a cinder track. It's also pressed into cinder-blocks which are one of the cheapest building materials. Cinders come from many ore furnaces but iron ore is especially plentiful and generally non-toxic.
