I think at least the Palestinians think that they can win (or the generations to come after them can win). As for Northern Ireland you don't see as much support for the terrorists from the population as you do in the Middle East. If support from the population goes down enough the terrorists become isolated and gradually become less of a factor even if you never catch or kill or make peace with all of them.

That's an oxymoron......it can't be a peace process if its leading to an increase in deaths.

If its negotiating for peace, and the aim is to reduce violence then it can be called a "peace process" even if it doesn't work and its failure results in more deaths.
