Consentrated pellets would save on transportation costs. The trouble is that the same idea could probably be used elsewhere at lower cost. I would imagine that African ore could be melted with Libian gas fires to produce pellets with little additional cost. A program to replace the wood frames of housing with steel would do more for the industry than tariffs.
