"Loser Pays" is the best idea. It would level a playing field that currently has little or no down-side risk for those who bring nuisance or frivolous lawsuits.

I completely agree with you. Not only that, but it would shine much more light on cases that have true merit, and raise the stakes for the guilty who think to attempt manipulating public opinion and the legal system to avoid judgment for their actions.
