I think it is a mistake to simply define terrorism as perilous. There are many things in the universe that are perilous. Some of them we feel are worthy challenges with risks and rewards; others are distant enough to be considered of no immediate threat and best left alone. Terrorism is a kind of treachery that is seated in the heart of the perpetrator. It is heinous in intent, targets a victim, is perilous, immediately threatening, and continually threatening until absolutely annialated.

I don't equate other countries who are developing nuclear weapons and have designs on expanding their influence in the world with terrorism, btw.
