I'm going to try one more time. Say you're Paraguay. Or Latvia. The World's Only Superpower says it's going after (A) evil-doers wherever they might lurk. Or, instead, the WOS says that it's going after (B) those whose actions imperil the WOS. How would you react. I suggest that you would react badly to A. You'd think: who the hell do they think they are deciding what's evil and blasting them, God? Or maybe they'd think we're arrogant to make up the rules unilaterally. Or they'd worry about a double standard. Or that maybe one day we'll decide they're evil because they let their sturgeon population lag or tolerated sweat shops or beat us in soccer. OTOH, if we took approach B, they'd say it's our right. They might even thank us. They'd certainly avoid threatening us. I don't think the hearts of the perpetrators are any of our business as long as they don't attack us. Karen
