No, Zionism is a national concept, according to the norms of nationalism prevalent in the 19th century. It is also a response to anti- semitism. Most Orthodox Jews opposed the creation of Israel as being impious, precisely because it was a secular idea. Some have come around, some have not. Some Zionists favored a bi- national state (Jewish and Arab), some wanted to buy the Arabs out. After the position taken by the Arabs at the inception of Israel, and especially given widespread Arab support of Hitler, relations were too poisoned to embrace allowing the refugees to return. After all, the purpose of Israel, from the Zionist perspective, was to provide a haven for Jews against anti- semitism, especially after the Holocaust. Nevertheless, Arabs in Israel are citizens with voting rights, and have their own political parties.
