So, in other words, it's a problem that can't be solved.

The percentage of untraced guns in bad hands will diminish to the level of very bad people who will find ways to do bad things anyway.

You'll never keep illegal guns out of the picture, because even if they were totally banned, people who wanted one, would just make them.
