The unjust enrichment payments are determined by the FCC on a case by case basis!

In reality, I think it will be some time before LWIN goes beyond 40 markets. Because the terminology is vague!

What is 40 markets. Currently we have 3 markets in Michigan.

Kalamazoo/Battle Creek
Jackson
Flint

Next the could add Muskegon, Traverse City, Grand Rapids into Battle Creek, Mt. Plesent, and Lansing into Jackson, and Saginaw into Flint and call them the Western MI, Central MI, and Eastern MI markets. Years later you can condense them into the MICHIGAN MAREKT. So I am not stymied by the concept of being limited to 40 markets for the immediate future!

I simply believe that in order to grow this into a true carrier of scale. That LWIN has to look at forward technologies! RadioOne ZeroIF will enable the use of non-Generic PCS Band frequencies to support PCS type services that can still enjoy the economics of scale of traditional PCS Band Service Providers. Nextel did a similar move.. But, have had to pay the price due to higher costs related to specialized UT's and Infrastructure. In addition, I believe that the use of systems like Globalstar to replace expensive terrestrial systems to cover Interstate Highways, and off the beaten path locations provides an incredible cost advantage. Again, RadioOne will provide great cost savings in the production of Globalstar capable UT's and related equipment, IMO. RadioOne will dramatically change the competitive advantage of those carriers that understand it's cost dynamics.
