That's standard practice in Washington, perhaps everywhere. In the bureaucracy, we always had a list of projects we wanted to budget. So when a new administration established its themes, we just reframed as many of those projects as we could so that they fit under the umbrella of one of the administration's themes. When the theme changed, the spin on the project changed to fit under the new theme. And we did whatever we were going to do anyway. Now, everything is about homeland defense. You can spin a connection between just about anything and homeland defense. It's a standing joke and everyone winks. For some reason, though, this administration seems to be allergic to winks.

I don't recall a time when winks have caused such a reaction. Or parody, satire, irreverence, questioning, suggestions, etc. I don't know whether they seriously think that they're above that or whether they are just trying to head off potential erosion in support. It seems odd that the coach of a team that is ahead by thirty points with two minutes to go would be riding the refs about their failure to call holding on the opposition. 'Tis disquieting.
