I don't know about policy, but I read that gun ownership in Finland is very high (~400 guns/1000 people) or 50% of homes. But I have also read that less than 10% of the public own a handgun.

I believe that the swiss have pretty strict rules about handguns (yet, I understand that they have the world's second highest handgun ownership rate ~15%). Of course, who needs a handgun, when you have a fully automatic assault rifle in you closet?
