WMD is now a suficiently broad definition to cover anything. I think while Cheney and Rumsfeld are scurrying around with oily dollar signs in their eyes, Bush is seeing some prophesy out of Revelations play out with him in a leading role. Nukes have always been a big part of the modern apocoliptic myth.

Attempting to kill over 100,000 innocent civilians - Ramzi Youssef of 1993 WTC attack vintage, stated that he had planned on a full quarter-million - I would say qualifies as an act of mass destruction. The technicalities of which weapons are used in my eyes are completely irrelevant. The result is exactly the same. If you study casualty estimates, then you will find that a properly executed anthrax attack on New York City would kill many millions more than a tactical nuclear device exploding in Lower Manhattan.

As for apocalyptic "myth," unless something is done right now, before "dangers gather," as the President so rightly declared, that myth could very well quite soon become your - or someone you love's - personal reality, and then it would be too late to do anything at all.
