The point is probably to put him on notice ... That may have sounded real good down in the bunker over a plate of barbeque. The reality is that it is sending the message that lots of small nukes are the way to go instead of some overwhelming fear-of-God nukes. They have people in China watching these news conferences. It's sending the message to Saddam that he better have something really nasty up his sleeve if he wants a deterrent to the big flash. Think Halliburton will get into the shelter business now? TP
