The key isn't the colors, it's the specification of incrementally different actions associated with each level that they're trying to work out. It would help if they would take the time to explain it to us. Again, I think uw has the right idea. The general population should be as informed as possible, both as to the nature of specific risks and how to handle them. It's a bit of paternalism to think things need to be withheld because the general public can't handle them. John (who still has some growing up his own to do)
