Lax? That's certainly the wrong word.

...with infinite funding, thousands of intel officers running around the world, training terrorists, spending $7 billion in Afghanistan alone, not to mention off-budget secret funding deals.

Not lax - busy as hell, causing unlimited problems.

I.e., misguided incompetence and corruption in business and politics, encouraged by the passion for secrecy of an all-powerful central government.
