Now this is obviously an error. I am quite sure this chip needs a heat sink, thus a cooling system, it just doesn't necessarily need a fan. A passively cooled Athlon would be great news. Actually, if this thing dissipates 15W (a number we have seen elsewhere), it needs a fan or something exotic. But 15W is still great news.

Perhaps HSF stands for Heat Sink Fan so a better translation would be, "This low wattage processor dissipates little heat and can even be used without a heat sink fan."
