Just add another QQQ line and designate it for island. I have 3 lines: Best, NYSE and Island.

Hard to say why IB doesn't allow the API to hit ECNs... should already be built in to the TWS. Sounds like you have a good handle on the order API Carl. Although I haven't tried it yet (maybe one of these days...) I have visions of algorithms that might help since the Best routing is the only choice. The Best route almost always lags Island for QQQ... Can be seen watching the TWS visually, so if the Island bid-ask window was monitored, when a trade is triggered that data is used to hit the Best route instead of the Best bid-ask... of course the slowness of Best execution will always be there but matching the movement of Island might help... a little bit....
