The same wind over the heartland of the US just picks up moisture.

From what I understand that's because of the Rocky Mountains. The Westerly, or South Westerly air rises and dumps all the moisture on the Western Slopes. It descends and warms on the Eastern Slopes looking for new moisture to pick up. That's why the USA prairies were all grass and few trees I suspect.
