As far as I can tell, nor did the US.

This was an Amnesty report, and they're well-practiced at getting testimony from Prisoners of Conscience under even the most arbitrary, cruel and despotic regimes... other quotes in various media have come from the more well-connected detainees, who managed to get released faster - but still without necessarily being told the grounds for their seizure.
