No, I think he was pointing out that many times a gun in a citizens hands can halt a crime.

Had the person not had his gun with him, he probably would have been killed by the guy with the sword. He was within his right at that very moment to empty his gun into the guy, killing him several times over. He didn't though. He showed restraint, (allowing the man to escape to the safety of the hospital) which is a very fine trait that almost all gun owners possess.
