An answer to that question can save millions of lives.

What can Muslim leadership do?

Well, the Saudis and Egyptians can appeal to personal and cultural responsibility.
Unfortunately, these are countries receiving billions in US petrodollars and foreign aid, which tends to evaporate any responsibility.
American taxpayers and consumers should be outraged and demand those dollars stop during warfare.

What can the US military and intelligence services do?

As much as I believe the US doesn't have the answers and shouldn't be involved over there, to the extent the US has been, it should be reversed.

It is said the CIA spent billions recruiting, training and resurrecting suicide terrorism from a 400-year old hiatus, to increase the level of violence, while fighting the Soviets.

If the culture is that gullible and leaderless, why aren't efforts being made to reverse this influence.

Instead, extreme violence is the only answer, up to the consideration of nuclear violence.
