Beyond cutting the tape opening the plant. In developing countries the powers that be reward regions according to their adherence to their political goals. It is not like lets provide the tripod, energy, communications and transport and the people will do the rest. Electricity, good roads and telecoms are a benesses to distribute -sparingly- to the loyal ones. Now if someone apperas questioning or disturbing this arrangement, he gets an enemy.
