Only two states (Hawaii and Louisiana) have registration laws, in addition to Washington DC. Twenty one have record of sales, which doesn't track the gun possession. Right now, tracking of guns used in crimes is arduous. Police contact the BATF, who in turn contacts the gun manufacturer, who gives the BATF the name of the gun reseller. The BATF goes the the gun seller, who can give the name of the original purchaser, but of course cannot track any private transfers, legal or illegal. Three day waiting periods are not enough, especially for those who use false identities. A gun owner licensing program, with full background checks, is needed to make sure that only legal gun owners are licensed.
