Yes indeed it is. One exception is there is no waiting period for you selling a gun to a federally licensed dealer at a show.

Used to be guys who were into shooting would get a sellers permit and do it part time. They were harassed out of business in the 70s by the BATF. Now if I were to sell you a gun today, you would have to be from the same state I live in. No waiting period BUT I'd have to keep the make, model and serial number of the gun plus your driver's license number plus your Firearms Owners Identification number for 5 years. The FOID is run through checks for a month BEFORE you get it.

OTOH I bought a sawed off shotgun that is a real deadly meat grinder. Not one legal thing about me buying it except I had a FOID. It had been used in a driveby shooting by someone who wasn't legally able to own a gun and sold to the same. Guns that are used illegally are bought illegally. More laws won't cure that.
