Yes, and so-called "assault weapons" are "light" arms. A Ruger Mini-14 (popular varmint rifle) has similar capabilities, semi-automatic and 223 caliber with 30 ct. magazines. I could buy one today, even in CA. The difference is that in CA the magazines are no longer for sale. Sawed-off shotguns are legal and still made by Benelli but they are NFA weapons and you must qualify ( and get a tax stamp ($200 like the one Miller did not get for his $10 Stevens,......that sounds confiscatory)

Official Federal Policy is

1 Promote Safety in the use of firearms
2 Teach marksmanship to US citizens
3. Promote practice in the use of firearms
4. Conduct matches and competitions
5. Award trophies and prizes
6. Procure supplies and service3s needed for the program
7. Secure and account for all firearms, ammunition and supplies used in the program
8. Give, lend or sell firearms, ammunition and supplies under the program. Priority must be given to training youths and reaching as many youths as possible.
