They don't. Hasn't happened yet. Never will. The Supreme Court doesn't have any guns to make it stick if they tried.

I don't recall seeing anything in the Constitution that says the Supreme Court gets to appoint the President.

Yes Bush is a liberal hawk it is why he is very popular. He is much like JFK. He is more liberal than conservative in most areas but he is not brain dead like Gore and others.
