As happens so often, the law is illogical.

For instance, why does the law assume an insane person should not be executed. Simple common sense dictates that the presence of the insane killer causes danger to the lives of innocent, law-abiding citizens. The purpose of capital punishment should be to keep life safer for the general population by making it impossible for predators to kill again.
