Exactly. The NY Times is being even-handed between Israeli moderates, who exist, and Arab moderates, who exist primarily in the columns of the New York Times. But if the New York Times noticed that these Arab moderates sounded decidedly immoderate when writing in Arabic for home consumption, then the New York Times would no longer be even-handed. Lack of evenhandedness is deplorable, as we all know.

Incidentally, is that an op ed piece which reflects only the views of the writer or is it an editorial statement of the paper?

It is an op-ed piece that just happens to agree with the general stance of the paper, as 80% of op-ed pieces generally do.
