Actually, some of those bond holders, like the State of California, State of Florida, could be described as dumb money. I don't have much respect for the state retirement fund administrators. They're a bunch of lemmings. They're the ones who helped fuel the rise in November with their "asset allocation adjustments" because bonds went up too much (so they had to buy stocks to balance their portfolios).
