Rich,

If you mean Vietnam, I doubt that too. He may have had a contingency drawn up to get out, but that does not mean that he intended to get out of Vietnam. Every Administration has a contingency drawn up to use nuclear weapons, that doesn't mean that they hope to see that contingency come to pass (no, not even the current Administration).

And as far as weapons go, JFK was responsible for doubling the planned minuteman ballistic missile system and I believe was responsible for a similar increase in the number of polaris missile boats (and missiles) as well. By the time he was done, there was nothing left to build (as far as nuclear weapons go) for years.
