Not specifically. I was referring to the $4 Trillion in verified reserves of oil and natural gas in the Caspian region that many U.S. energy companies have an interest in exploiting.

It worked in a slightly different fashion. What I sensed was that Bush was willing to give California "a good sweating" after the election was settled, and that he purposely didn't lift a finger to aid California. Interestingly there is a meeting on record of Dick Cheney consulting with Ken Lay on April 16, 2000, and Cheney announcing on April 17th that the Administration's policy was to be "hand's off" regarding the California energy markets. It wasn't until FERC capped the wholesale electricity prices on June 19, 2000 in the California market that the state got relief from the so-called energy "crisis".

Re: I honestly think that Governor Davis really did as good a job as could have been done in the Energy Crisis. And I don't think he is getting the credit that he deserves.

The bashing from the right wing that Davis is receiving is completely undeserved. I agree with you. Considering the mess that he had to work with, he did the best he could. A mess that was pushed through the legislature on Pete Wilson's watch, BTW.
